Suggest gives \"No suggestions\"

I'm using VS2017 and I installed Isolator 8.6.2.

I tried using Suggest and got "No suggestions". 

When I tried running it on an older VM I did manage to get some suggestion.

Any reason for it not to work on the first machine?
